This guide focuses on veterans with a 100% Permanent & Total (P&T) disability rating โ€” meaning the VA has determined your service-connected conditions are total (100% combined) and permanent (unlikely to improve). Veterans who are 100% schedular without P&T status, or TDIU without P&T, may have different access to some state-level benefits. P&T designation is the key that unlocks the broadest set of free benefits.

This entire amount is excluded from federal income tax under 26 USC ยง 104(a)(4). Most states also exempt VA disability compensation from state income taxes. The effective value is equivalent to a salary of approximately $60,000-$65,000 for a worker in the 22% federal bracket, once you account for the tax exclusion.

Free VA Healthcare: Priority Group 1 โ€” No Copays

Veterans with a 50% or higher service-connected disability rating are enrolled in VA healthcare Priority Group 1 โ€” the highest priority group, which comes with no copays for any VA-provided medical care. For 100% P&T veterans, this means:

For many 100% P&T veterans, it eliminates the need for any other health insurance entirely โ€” though having Medicaid as supplemental coverage for services VA doesn't provide (nursing home care, certain community healthcare) can still be valuable.

Free Dental Care: The Most Missed Benefit

This is the most frequently overlooked benefit in the 100% P&T package: comprehensive VA dental care at no cost. Most veterans โ€” including many with high disability ratings โ€” assume they don't qualify for VA dental. They're wrong if they're 100% P&T.

Property tax exemptions for 100% disabled veterans are administered at the state and sometimes county level. Every state offers some form of property tax relief for disabled veterans, but the scope varies enormously:

Most Generous

Texas, Florida, Michigan, and others offer complete property tax exemption on a primary residence for 100% P&T veterans. For a home assessed at $300,000 in a 2% tax rate area, that's $6,000/year in savings.

California, New York, Virginia and many others offer partial exemptions โ€” ranging from $5,000-$250,000 off the assessed value for 100% P&T veterans.

Free National Parks: The America the Beautiful Lifetime Pass

The America the Beautiful โ€” National Parks and Federal Recreational Lands Access Pass is available free to any U.S. citizen or permanent resident with a permanent disability โ€” and VA disability at any rating level qualifies. For 100% P&T veterans, this is particularly valuable.

Free Fishing & Hunting Licenses in 40+ States

More than 40 states provide free or significantly reduced-cost fishing and hunting licenses for disabled veterans โ€” with most requiring a 100% rating or P&T status for the full free benefit:
